1) Seniority (tenure) will no longer be a factor in laying off teachers.

2) Deadline for contracts have been eliminated.

3) Provisions restricting salary changes have been eliminated.

The AEA argues that because the special session was called to address the budget deficit, these rule changes should be dissallowed.
